Established in Singapore for over a decade since October 2006, the firm was originally known as Sansar Capital Asia Pte. Ltd. Over the years, it provided fund management and/or accounting and operational support services for the Sansar Capital funds together with Sansar Capital Management, LLC, a New York based investment management firm. The Sansar Capital funds invested primarily in Asia with peak Assets under Management totalling US$3.4 billion (SGD 4.9 billion).
In 2017, Sansar Capital Asia Pte. Ltd. renamed itself to Copper Basin Capital Pte. Ltd. and established an index fund platform to allow investors to passively track each sector within the MSCI AC Asia Index (MXAS). Copper Basin Capital Pte. Ltd. continues to provide operational and accounting support services to the Sansar Capital funds managed from New York by Sansar Capital Management, LLC.

Richard B. Astorga, CIA, CMA, CPA
Managing Director and Index Portfolio Manager
Mr. Astorga has over 20 years of diversified management experience in investment management and finance operations. Mr. Astorga is the Managing Director for Copper Basin Capital Pte. Ltd overseeing Index Fund portfolio management. Since 2010, he has served as the Chief Operating Officer & CFO overseeing operations, accounting, IT, and compliance for Sansar Capital Management, LLC, a hedge fund and private equity investment manager. Prior to joining Sansar Capital, Mr. Astorga was the Chief Financial Officer of Principled Asset Administration, LLC (“Principled Capital Management”), a hedge fund investment fund manager, that, at its peak, managed and advised US$2 billion in AUM.
Before joining Principled Capital Management, Mr. Astorga was with PepsiCo, Inc. where he directly managed its global short-term cash investments and debt portfolio, approximating US$3 billion each, and where he was responsible for forecasting PepsiCo’s worldwide cash flows and for managing global liquidity.
He was previously the Chief Financial Officer of Gilat Satellite Networks - Brazil and, prior to that position, was with Phelps Dodge Corporation where he held merger and acquisition, financial planning and analysis, and internal audit roles in Asia and the U.S. Early in his career, he gained tax and audit experience at the accounting firm, Eide Helmeke & Co. (now known as Eide Bailly, LLP)
Mr. Astorga received his MBA from Columbia Business School, and has earned a Bachelors of Science in Finance from Arizona State University. He is a graduate of the National University of Singapore (NUS) Graduate Certificate in Real Estate Finance program and the Singapore Institute of Directors (SID) Listed Company Director (LCD) program. Mr. Astorga is a Certified Internal Auditor (CIA), Certified Management Accountant (CMA), and Certified Public Accountant (CPA).

Mr. Motwani is the founder of Sansar Capital and continues to serve as the President and Portfolio manager for Sansar Capital Management, LLC, the U.S. investment management company. As Portfolio Manager for the Sansar Funds, Mr. Motwani has managed portfolios with peak assets under management totalling over $3.4 billion.
Prior to the Sansar Capital launch in June 2005, Mr. Motwani was with Kingdon Capital Management, LLC from 1997 to 2005, he served in various portfolio management roles including the sole Portfolio Manager for Kingdon Capital Management, LLC’s pan-Asia (excluding Japan) portfolio from 2002 to 2005 and its Co-Portfolio Manager from 1999 to 2002. Before entering the hedge fund industry, Mr. Motwani served as a Research Analyst for Fidelity Investments in Hong Kong and London and an Investment Banking Analyst with Lehman Brothers in New York.
Mr. Motwani holds an MBA with Distinction from INSEAD, Paris, which he earned after graduating from the University of Pennsylvania, magna cum laude, with dual undergraduate degrees in Finance and Oriental Studies/Japanese.
Robert S. Tull

Mr. Tull has more than 30 years of finance experience overall and specifically more than 20 years of experience in managing and establishing retail ETFs. Mr. Tull’s product experience includes the design and launch of over 300 ETFs in U.S. and international markets, as well as technology and infrastructure redesign for Morgan Stanley, Deutsche Bank, SunGard, WBI Investments, Old Mutual Joburg, American Stock Exchange, Bankers Trust, State Street Bank, Philippines Stock Exchange, Istanbul Stock Exchange Turkish Central Depository, and MSCI.
While serving as an Executive Director of New Product Development for the American Stock Exchange from 2000 to 2005, Mr. Tull designed new financial products and indexes for issuers of ETFs. While serving as Managing Director and Chief Operating Officer of Deutsche Bank / Bankers Trust from 1996 to 2000, Mr. Tull managed ETF and global custody units, an organization consisting of 4,800 staff members in three global regions. From 1982 to 1996, he was with Morgan Stanley where his duties included development of all front office, middle office and back office systems. During his tenure, the team established an international open-end ETF that is now known as iShares and facilitated the development of their trading and valuation models. The team also helped to establish its global custody business unit, trade capture and high volume processing as well as a platform for global futures clearance operations and policies for single currency margining. Mr. Tull has also worked with a number of countries to establish ETF operations. In the Philippines, Mr. Tull worked with the SEC, Philippines Stock Exchange, and first issuer of ETFs to design the regulations and to modify the PSE systems and workflows to support the launch of their first domestic ETF.
In Singapore, Mr. Tull worked with MAS, the SGX, and CDP to develop the regulatory framework for the clearance and settlement systems and real time NAV calculations to support ETFs and the cross listing of US domiciled ETFs on the SGX.
Benjamin Goh, CFA
Investor Relations Director
Mr. Goh has over 18 years of experience in investment and finance management. Mr. Goh has held a number of diverse roles at JP Morgan, Credit Suisse, Deloitte Consulting and Hewlett Packard.
Prior to joining Copper Basin Capital in May 2016, Mr. Goh was the Retail Market Strategist for CIMB Research where he provided analysis and insights on market moving events, the global macroeconomic environment and individual securities. Mr. Goh also served as a fund manager with CIMB’s Discretionary Investment Unit and as a Trading Representative with CIMB Securities.
An adjunct instructor with CFA Singapore and a frequent speaker at SGX’s and SIAS’s retail education programs, Mr. Goh’s speciality is equity analysis, portfolio management and economics. He also sits on Nanyang Polytechnic’s finance industry panel where he advises the school on structuring finance courses to meet industry needs.
Mr. Goh received his Masters in Finance from the ICMA Centre, United Kingdom, in 2002 and became a Chartered Financial Analyst in 2001. He has held fund management, research and advisory licenses from the Monetary Authority of Singapore.
Yu Xin Tan
Fund Operations Director
Ms. Tan has over 10 years’ experience in fund administration accounting and operations. Ms. Tan oversees operations and compliance for the index funds managed by Copper Basin Capital.
Prior to joining Copper Basin Capital in May 2017, Ms. Tan was with UOB Asset Management and served as Assistant Vice President where she led a fund accounting and custody team of 8 staff. She was previously with Standard Chartered for six years from 2010 to 2016 where she ultimately served as Manager, Fund Services overseeing a team of 4 staff and the administration of funds with investments in fixed income, equity, forward contracts, futures, options, and swaps. Prior to joining Standard Chartered, she was with Citibank fund administration for four years (2006 to 2010) where she served as a Senior Fund Accountant preparing daily and monthly net asset valuation reports and fund operation procedures for traditional funds and hedge funds.
Ms. Tan holds a Bachelor of Business in Applied Economics from Nanyang Technological University.
